TO ensure proper protection and safety for Indian Citizens in Kuwait-VAIKO'S LETTER TO PM

Dear Dr. Manmohan Singhji,

Vanakkam. I would draw your kind attention to the sufferings and hardships of Indian expatriates in Kuwait. Kuwait is home to 2.6 million expatriates, who form 68% of the country's 3.8 million Kuwaiti population. The Kuwait Government has planned to deport around 100,000 expatriates every year for the next decade to reduce the number of foreigners living in Kuwait by 1 million. At present, more than 6,70,000 Indians live in Kuwait, forming the largest expat community in that country. The Indians with the sweat of their brow have been contributing for the economic prosperity and welfare of that country.

The Kuwait Government has got the right to take action and deport the illegal residents. But unfortunately, the Kuwaiti officials are arresting and deporting large number of genuine Indian residents, who have got valid visa and legal residence permission in Kuwait. Thousands of Indian labourers are being deported without giving them any opportunity to get the due financial benefits they owe from their employers. The Indian community is subjected to illegal arrests and harassment.

In recent days, large number of Indian labourers have been deprived of their jobs, though they have valid resident permit. The Indians who get arrested by the police are not permitted even to inform anybody about their condition. It is shocking that Indians who were arrested had to undergo very severe hardships, basic amenities were totally denied to them and they were not even given an opportunity to collect their belongings and earnings according to the statement made by the deportees who reached India.

It is a matter of concern that the Indians who have been deported would have to face the ban on their return. Though the Kuwaiti Ambassador to India has allayed Indian expatriates' fears about their return to Kuwait, there is no clear announcement by the
Kuwaiti Government on this issue. The Indian Government should take up this issue with the Government of Kuwait to clarify so that the deportees should not face the problem of ban on their return.

The Indians in Kuwait hail from many states of India, most particularly from Tamil Nadu and Kerala. The interests of the Indians in Kuwait who possess valid visas and legal residence permission should be safeguarded.

I would request you to take immediate appropriate diplomatic measures to ensure proper protection for the genuine Indian residents and their families in Kuwait.
